Abstract

Purpose of the study — This study aims to develop a conceptual framework of Maqasid-Driven Sustainable Innovation Management in Halal Tourism by explaining the relationships among maqasid al-Shariah, sustainable innovation management, halal assurance, digital trust, and destination value co-creation.

Research Methodology This study used a conceptual paper design with an integrative literature review method. The literature was collected from peer-reviewed journal articles indexed in Scopus, Web of Science, ScienceDirect, Emerald Insight, Taylor & Francis Online, SpringerLink, MDPI, and Google Scholar. No survey, statistical software, or empirical fieldwork was used.

Result— The study proposes an integrated conceptual framework showing that maqasid-driven orientation strengthens sustainable innovation management, which then shapes halal assurance and digital trust. Halal assurance and digital trust are positioned as key mechanisms that support destination value co-creation in sustainable halal tourism.

Conclusion—  Halal tourism should be managed not only as a market segment or religious facility provision, but as a value-based destination governance system. The proposed framework offers practical guidance for destination managers, halal tourism businesses, MSMEs, and policymakers in strengthening halal assurance, digital transparency, stakeholder participation, and sustainable destination value.

Limitations This study is conceptual and has not empirically tested the proposed relationships across real halal tourism destinations.

Contribution This study contributes to halal tourism, Islamic business ethics, sustainable innovation management, digital trust, and destination value co-creation literature.
